France's Political Ongoing Crisis: The Beginning of a Fresh Governmental Reality

Back in October 2022, as Rishi Sunak assumed office as the UK's leader, he became the fifth UK leader to take up the role in six years.

Triggered in the UK by Brexit, this represented unprecedented political turmoil. So what term captures what is occurring in France, now on its sixth prime minister in 24 months – with three in the past 10 months?

The current premier, the newly reinstated Sébastien Lecornu, may have gained a brief respite on that day, abandoning Emmanuel Macron’s flagship pensions overhaul in return for opposition Socialist votes as the cost of his government’s survival.

But it is, in the best case, a short-term solution. The EU’s number two economic power is locked in a ongoing governmental crisis, the scale of which it has not experienced for many years – perhaps not since the start of its Fifth Republic in 1958 – and from which there seems no simple way out.

Minority Rule

Essential context: ever since Macron initiated an risky early parliamentary vote in 2024, France has had a divided assembly split into three opposing factions – the left, far right and his own centrist coalition – none with anything close to a majority.

Simultaneously, the nation faces dual debt and deficit crises: its debt-to-GDP ratio and deficit are now nearly double the EU threshold, and hard constitutional deadlines to approve a 2026 budget that at least begins to rein in spending are nigh.

Against that unforgiving backdrop, both the prime ministers before Lecornu – Michel Barnier, who served from September to December 2024, and François Bayrou, who held the position from December 2024 to September 2025 – were ousted by the assembly.

In September, the president appointed his trusted associate Lecornu as his new prime minister. But when, just over a fortnight later, Lecornu presented his government team – which proved to be largely unchanged from before – he faced fury from both supporters and rivals.

To such an extent that the next day, he stepped down. After only 27 days as premier, Lecornu became the shortest-lived premier in modern French history. In a dignified speech, he blamed political intransigence, saying “party loyalties” and “certain egos” would make his job all but impossible.

Another twist in the tale: just hours after Lecornu’s resignation, Macron asked him to stay on for another 48 hours in a last-ditch effort to salvage cross-party backing – a mission, to put it gently, filled with challenges.

Next, two of Macron’s former PMs openly criticized the struggling leader. Meanwhile, the right-wing RN and radical left France Unbowed (LFI) refused to meet Lecornu, promising to vote down all future administrations unless there were early elections.

Lecornu stuck at his job, talking to everyone who was prepared to hear him out. At the conclusion of his extension, he went on TV to say he thought “a solution remained possible” to avoid elections. The leader's team announced the president would name a fresh premier 48 hours later.

Macron honored his word – and on Friday appointed … Sébastien Lecornu, again. So this week – with Macron helpfully sniping from the sidelines that the nation's opposing groups were “fuelling division” and “solely responsible for this chaos” – was Lecornu’s critical test. Would he endure – and can he pass that vital budget?

In a high-stakes speech, the 39-year-old PM spelled out his budget priorities, giving the Socialist party, who detest Macron’s controversial pension changes, what they were expecting: Macron’s key policy would be frozen until 2027.

With the right-wing LR already on board, the Socialists said they would not back censorship votes proposed against Lecornu by the extremist factions – meaning the government should survive those votes, scheduled for Thursday.

It is, nevertheless, far from guaranteed to be able to pass its planned €30bn budget squeeze: the PS clearly stated that it would be seeking more concessions. “This,” said its leader, Olivier Faure, “is just the start.”

A Cultural Shift

The problem is, the greater concessions he makes to the left, the more opposition he'll face from the right. And, like the PS, the right-leaning parties are themselves divided over how to handle the new government – certain members remain eager to bring it down.

A look at the seat numbers shows how difficult his mission – and longer-term survival – will be. A combined 264 lawmakers from the RN, radical-left LFI, Greens, Communists and hardline-right UDR want him out.

To succeed, they need a majority of 288 votes in parliament – so if they can convince only 24 of the PS’s 69 deputies or the LR’s 47 (or both) to vote with them, Macron’s fifth unstable premier in two years is, similar to his forerunners, finished.

Few would bet against that happening sooner rather than later. Even if, by an unlikely turn, the dysfunctional assembly summons up the collective responsibility to pass a budget by year-end, the prospects for the government beyond that look grim.

So does an exit exist? Snap elections would be unlikely to solve the problem: polls suggest pretty much every party bar the RN would lose seats, but there would still be no clear majority. A new prime minister would face the same intractable arithmetic.

An alternative might be for Macron himself to resign. After winning the presidential election, his successor would dissolve parliament and hope to secure a parliamentary majority in the following election. But that, too, is uncertain.

Surveys show the next occupant of the Elysée Palace will be Le Pen or Bardella. There is at least an odds-on chance that France’s voters, having elected a far-right president, might think twice about handing them control of parliament.

Ultimately, France may not escape its predicament until its politicians acknowledge the changed landscape, which is that decisive majorities are a bygone phenomenon, winner-takes-all no longer applies, and compromise is not synonymous with failure.

Numerous observers believe that cultural shift will not be possible under the existing governmental framework. “This is no conventional parliamentary crisis, but a crise de régime” that will prove anything but temporary.
